I believe Thomas Friedman here is stating not how things ought to be (i.e.: they need to suck, on, this)
but instead how things are (i.e.: we, the US, go in there and tell them they need to suck, on, this).
Friedman's position, based on hegemony as power (might makes right) is similar to Noam Chomsky. Chomsky gets misinterpreted out of context from his dismissive comments about the US' position - he states as fact what others hear as support when he says "it's not alright for them to attack us, but it's alright for us to attack them because we have the power and no one can stop us".
Friedman, like Chomsky, are both intelligent people who are not insensibly making a dismissive statements in support of hegemony, but perhaps instead are exposing it, through a seemingly cynical tone.
And it sparks dialogue. Which is a good thing.
